Overview
The National Bank of Ethiopia (NBE) has issued a refined directive under Article 7, focusing on the standardization of financial data transmission. All regulated financial institutions—including commercial banks, microfinance institutions, and payment system operators—are now required to synchronize their reporting systems with the NBE’s centralized data warehouse.

Key Requirements:

1. Metadata Standardization: Financial institutions must ensure that all submitted reports include mandatory metadata tags (e.g., origin timestamps, transaction identifiers, and structural headers) as specified in the NBE Technical Framework.

2. Technical Handshakes: The NBE is transitioning to automated APIbased reporting. Institutions must complete "Technical Handshakes" (successful automated system pings and data integrity checks) with the NBE’s Gateway to ensure seamless data flow.

3. RealTime Validation: Under Article 7, data that fails the initial technical handshake or contains incomplete metadata will be automatically rejected, potentially leading to noncompliance penalties.

Deadlines & Actions:
All institutions must complete their system integration testing by the end of the current fiscal quarter.
Internal IT audits are recommended to ensure API keys and security protocols align with NBE’s updated cybersecurity standards.

አጠቃላይ መግለጫ
የኢትዮጵያ ብሔራዊ ባንክ በአንቀጽ 7 መሠረት፣ የፋይናንስ መረጃዎችን አዘጋገብ እና አሰጣጥ ሥርዓትን ለማዘመን አዲስ መመሪያ አውጥቷል። ሁሉም የፋይናንስ ተቋማት (ባንኮች፣ የማይክሮ ፋይናንስ ተቋማት እና የክፍያ ሥርዓት ኦፕሬተሮች) የሪፖርት አቀራረብ ሥርዓታቸውን ከብሔራዊ ባንክ ማዕከላዊ የመረጃ ቋት ጋር ማመሳሰል ይኖርባቸዋል።

ዋና ዋና መስፈርቶች፡

1. የሜታዳታ ዝግጅት (Metadata Reporting): ማንኛውም ለብሔራዊ ባንክ የሚላክ ሪፖርት በመመሪያው ላይ የተጠቀሱትን ዝርዝር መረጃዎች (ለምሳሌ፡ የክፍያ መለያ ቁጥር፣ የጊዜ ማህተም እና የላኪው መለያ) የያዘ ሜታዳታ ሊኖረው ይገባል።

2. ቴክኒካዊ ትስስር (Technical Handshake): ተቋማት ከመመሪያው ጋር ለመላመድ የኤ.ፒ.አይ (API) ትስስር በማድረግ መረጃዎችን በቀጥታ ከስርዓት ወደ ስርዓት ማስተላለፍ ይጠበቅባቸዋል። ይህም "ቴክኒካዊ ትስስር" ወይም የተሳካ የመረጃ ልውውጥ መኖሩን ማረጋገጥን ያካትታል።

3. የመረጃ ትክክለኛነት ማረጋገጫ፡ በአንቀጽ 7 መሠረት፣ ቴክኒካዊ መስፈርቱን የማያሟሉ ወይም የተዛባ ሜታዳታ ያላቸው ሪፖርቶች በብሔራዊ ባንክ ሲስተም ተቀባይነት አይኖራቸውም። ይህም ተቋማቱን ለቅጣት ሊዳርግ ይችላል።

ሊወሰዱ የሚገባቸው እርምጃዎች፡
እያንዳንዱ የፋይናንስ ተቋም እስከ በጀት ዓመቱ ሩብ ዓመት ድረስ የሲስተም ትስስር ሙከራውን አጠናቆ ማለፍ ይኖርበታል።
የተቋማቱ የቴክኖሎጂ (IT) ክፍሎች የኤ.ፒ.አይ (API) ቁልፎችን እና የደህንነት ፕሮቶኮሎችን ከብሔራዊ ባንክ የሳይበር ደህንነት መስፈርት ጋር ማመጣጠን ይኖርባቸዋል።
